限制政府权力不滥用，限制市场行为不极端。政府与市场的关系是经济法关注的重要关系，两者之间的博弈直接影响着相关的体制，如金融体制、竞争体制，以及具体的机制；而关系、体制、机制都将需要更为上阶的经济立法来予以确认保障。在需求侧管理的传统“三驾马车”逐渐被各级政府“投机性政策”甚至“赌博式政策”引导偏离而导致经济泡沫横生的今天，中国经济在供给侧改革中有了新的引擎来冲破泡沫提升经济总量。本文将从现存的经济乱象中挖掘制度张力，以经济法中朴素的权力限制视角，扁平化论述在中央新的改革政策下供给侧如何有效发力，将中国经济调节到从微观经济主体到宏观经济政策普遍被理解、被承认直到达成共识的理想化模式。%Power restrictions include restrictingboth government power to prevent power abuse and market behavior to prevent acts of extreme.The relationship between government and market is an important relation that the economic law concerns,and the game between them directly influencesrelated systems,like financial system,competition system,and other specific systems. And the relevant relationship,system and mechanism need the confirmation and safeguarding of the legislation of economic law in China.In demand-side management,governments have introduced policies in more speculative even gambling ways,resulting in much economic bubble under the traditional “Troika”measurements.So we need new engine to enhance the total economy. From the angle of power restrictions in the economic law,this paper analyzes the system tension in the existing economic chaos, and discusses how to carry out the supply-side reform under the new policy by the central committee and then properly adjust the country's economy to an ideal mode that is understood and accepted by the whole nation.
