Using Four-Year Speed Inventories to Measure the Impact of Urban Speed Management Programs in Washington, DC.

In Washington, DC, there has been a focus on reducing speeds in order to enhance the safety of roadways users. While these programs have been on-going, it would be expected that there would be an overall decrease in occurrences of speeding and drivers' average speeds would decrease. This study investigated the collective impact of applied speed management programs by analyzing speed statistics from consecutive speed inventories taken in 2006 and 2010.;The analysis indicated that there was a statistically significant reduction in average speeds for 55% of the locations studied and a statistically significant decrease in means speeds at 58% of the locations where speed camera enforcement was applied. There was also a statistically significant decline in the number of citable speed violators for locations with posted speed limits of 25 mph, 30 mph, 35 mph, 40 mph, and 50 mph. The research indicated an overall improvement in managing speed over the last four years.
