PROBLEM TO BE SOLVED: To lighten the load of band measuring operation on a communication network by reducing unnecessary band measuring operation.;SOLUTION: A band measuring method uses, in combination, a band measuring function of measuring an effective band of a packet communication network by sending out a packet for band measurement from a transmission side to a reception side through the packet communication network and a line monitoring function of monitoring the state of the packet communication network with a smaller load on the packet communication network than the band measuring function by sending out a packet for line monitoring from the transmission side to the reception side through the packet communication network.
