摘要

本文研究主要内容是乌干达前国有资产私有化的影响。主要研究目的是,评估国有资产私有化影响,定义乌干达私有化的本质性,评估Vision集团私有化前后的变化,考究私有化政策和Vision集团私有化变化过程之间的关系。
   本文主要目的是为了找出前国有资产私有化前后的影响因素,包括货物和服务的质量,货物和服务的数量,工人的工作环境,管理的提升和政府得获得的利润。其他因素包括,利润和更多的就业机会,通过吸引资金来创造更多的私人投资。
   相关性分析表明,私有化和前国有资产有很强的正相关性。
   面对以上问题,需要采取下列措施。首先,政府新政策出台之前,一定要确保有一个必要的法律框架,有利的环境和相关条例来支持。其次,在国有公共事业私有化之前,政府有必要进行案例研究分析学习。还有,有必要坚持回顾和温习政策和程序来确保私有化能有效地吸引有信用的投资者。此外,政府不应出售所有资产,应该采取混合所有制关系模型来保持其所有制,才能做到规避未来的未知风险,这些风险由外企和跨国公司强加到国家内部的不必要的政策引起的。
