俄罗斯与中国石油合作研究

摘要

众所周知，乌克兰危机爆发以来，美国和欧盟陆续对俄罗斯进行经济制裁，范围涵盖对俄罗斯银行、能源、武器以及航运业类的制裁措施，美国和欧盟对俄罗斯的经济制裁主要为两种：一种是限制银行资金往来，第二种是通过欧佩克压低原油出口价格，影响俄罗斯经济，第一种制裁对俄罗斯的打击主要体现在对外贸易的开展方面，影响尚可接受，而第二种压低原油出口价格对俄罗斯来说影响是巨大的，因为俄罗斯是一个以能源输出为主要获利的国家，只有当原油价格达到每桶112美元的时候，国家预算才能平衡，然而以沙特为首的欧佩克放开了对原油的开采限制，美国也增加了原油的输出量，国际油价下跌，卢布从去年（2014年）对美元的汇率也大幅下跌，因此俄罗斯的外汇储备大幅缩水，俄罗斯经济受到了严重的影响，俄罗斯要走出经济困境，就必须加强与亚太地区国家的合作，尤其是像中国这样一个对石油能源需求巨大的国家。
　　亚太地区国家巨大的能源需求是一个广阔的市场，将使俄罗斯的能源出口多元化战略得以保证。尤其是中国作为一个极大的稳定的且需求日益增长的能源市场，是俄罗斯能源出口的一个重要市场。此前中国国家总理李克强访问俄罗斯，承诺卢布、人民币在贸易结算中的应用，签署了涉及经贸、投资、能源、交通、金融、地方、人文等领域约50项政府间和企业间合作协议。毋庸置疑，那次访问必将为中俄经贸合作再添新动力，足以证明中国也希望与俄罗斯加强经贸能源合作，促进两国的战略伙伴关系。
　　本文将从俄中石油合作的现状着手，分析俄中石油合作对两国的影响，剖析存在的问题，最后讨论俄中石油合作的前景和对策。
