Objective: Scientifically based correct information about the social balance of transport isrnindispensable for the national and local governments in order to make the right decisionsrnconcerning transport investments and pricing of transport.rnData/Methodology: In the case of public balance of transport we could develop a widelyrnaccepted methodology. We include only pure transport items on both side of the balance –rnon the one hand transport taxes, fees and other revenues, on the other hand transportrnexpenditures (e.g. road and rail construction, maintenance, operation; public transportrnsubsidies, PPP fees).rnResults/Findings: The public balance of transport and all of its items are divided byrntransport subsectors (road, rail, inland waterway, air), where road and rail figures are goodrnenough to draw conclusions, while the role of inland waterway and air transport in publicrnbalance are marginal. Between 2004 and 2013 road transport revenues were significantlyrnhigher than expenditures (except 2006), in spite of intensive motorway construction activityrnbetween 2004 and 2008. On the other hand, public balances of rail transport have beenrnalways significantly considerably negative. However the performance figures of railrntransport have not justified the huge amount of rail subsidies.
