PROBLEM TO BE SOLVED: To provide a public transportation operation planning device or the like for realizing an appropriate public transportation operation plan.;SOLUTION: A public transportation operation planning device for performing an operation plan related to public transportation means includes: a generation section for generating an operation plan pattern constituted by including a travel system of the public transportation means, the number of vehicles available of the public transportation means, and information of lanes of roads; and an evaluation section for evaluating an operation plan pattern generated by the generation section with a degree of congestion of roads, convenience, and profitability as evaluation indexes on the basis of road use form information including information related to a use form of a road infrastructure capable of changing over configuration elements and also on the basis of public transportation operation information related to an operation of the public transportation means.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2019,JPO&INPIT
