Developing Public Safety Relations in Large Public Infrastructure Tunnels

There are more and more tunnels. A point of special interest with regard to tunnels is that their users’rnsafety is ‘guaranteed’. Safety has become a central issue, partly on account of the image created byrnthe media. The amount of money spent on safety in tunnels is substantial – up to about 30% of therntotal construction costs. But in the end, tunnel safety or the lack of it depends on road user behaviour.rnCommunication with road users is considered a promising strategy towards increased tunnel safety. Inrnthis paper the author describes the communication issue and suggests possible solutions. She arguesrnthat an adequate approach to the communication issue requires a reformulation of objectives. The finalrnobjective of communication should not be to effect a certain desired behaviour, but to create (orrnreaffirm) confidence in the underground infrastructure.
