Change is epidemic. The creation of content and new knowledge is increasing at an unprecedented rate. A major problem for instructional design is how to transform all of this content into effective learning. Learning objects have been suggested as providing a possible solution to this problem. Given their digital nature, learning objects can adapt to a variety of contexts or situations thereby reducing the complexity of instructional development and delivery. The Learning Technology Standards Committee (LTSC) of IEEE was formed in order to promote the implementation of the learning objects approach. However, there is a lack of understanding how to best incorporate learning objects into instruction. This lack of understanding stems from a confusion about the nature of learning, teaching and instruction. In this paper, we define instruction as a state machine that leads to the definition of a learning space in XML. We also model how this view of instruction can be used to create a dynamic lesson editor.
