This paper presents a cost-efficient chip for consumer television. The proposed adaptive frame rate up conversion with field-frame detection algorithm for high quality video format conversion is applied in the chip, which convert PAL 50Hz interlace picture into 50~65Hz progressive picture, or NTSC 60Hz interlace picture into 60~70Hz progressive picture. This algorithm is efficient and can be easily used in hardware implementation. There are other video processing algorithms integrated in this chip, including Black/White Level Expansion, picture edge based 2-D filter, chroma transient improvement (CTI), color space convert (CSC), and Y correction. The 0.3 5 μm CMOS technology is used for fabrication in TSMC. So the chip is suitable for commercial application.
