The report cites the following as the main reasons for the infrequent use of sobriety checkpoints in those jurisdictions that can legally implement them: 1. Lack of police resources and funding, 2. Lack of support by task forces and citizen activists, and 3. Perception that checkpoints are not productive or cost-effective.
