Parking in Beijing: Development History, Current Polices and Future Strategies

摘要

The problem of parking is a major issue for Beijing, the capital of China. The authorities in Beijing has, over the last 20 years, set up a series policies and management strategies and made significant investment and efforts to tackle the problem of parking. The results are mixed. This paper highlights the emerging major issues and problems with parking in Beijing, presents a historic view on the development of parking policies in Beijing, reviews and evaluates critically some of the policy measures in place. The experience of developed countries and other rapidly developing countries to solve the parking problems are reviewed and compared with the situation in Beijing. Suggestions on the suitable parking management strategies for Beijing are made. The paper concludes by calling for fundamental research and development on parking policies and strategies for Beijing.
