Process models for developing diverse kinds of systems, including e-Learning systems, can be found dated back to the mid 1990. Given the current state of the art in system development in combination with experience in development of e-Learning systems, a modernization of existing approaches and an adaptation to the special needs of e-Learning development projects is required. This has been done in developing ROME, the ROstock Model for systematically developing E-Learning products and services.
