The National Mining Association's and the Fuel Cycle Facilities Forum's White Paper on Direct Disposal of Non-lie. (2) Byproduct Materials in Uranium Mill Tailings Impoundments proposes generic waste acceptance criteria tornassist licensees, regulatory agencies and others determine whether a given candidate non-lie. (2) waste material isrnsuitable for direct disposal in a uranium mill tailings impoundment. These bounding criteria are determined through thernuse of the aggregate activity of the tailings generated by processing a "high quality " uranium ore in secular equilibrium asrndefined in the Generic Environmental Impact Statement (GEIS)for Uranium Milling through a uranium mill with anrnextraction efficiency of 93%. The aggregate activity of these defined tailings establishes the proposed upper bounding limitrnactivity for various wastes for placement in a uranium mill tailings impoundment for direct disposal. Wastes at or belowrnthis upper bounding limit activity are proposed in the White Paper for direct disposal in uranium mill tailingsrnimpoundments with only modifications to the impoundments' cover designs for containment of potentially higher thanrnnormal radon releases. Activities of discrete types of wastes including wastes contaminated with thorium-232, depletedrnuranium, and radium-226 were examined to determine how they relate to the defined upper bounding limit activity. Thisrnexamination showed that the use of the defined upper bounding limit activity coupled with modifications to thernimpoundments' cover designs for containment of potentially higher than normal radon releases would allow a broadrnspectrum of wastes to be placed in uranium mill tailings impoundments for direct disposal.
