Ⅰ.INTRODUCTION The Cherenkov laser is a potential high-power and tunable source of short millimeter or submillimeter waves. Because of its excellent features of broad frequency tunability,high power-handling capability,high efficiency,and wide bandwidth,the Cherenkov laser has a promising future in the fields of high-resolution radars,remote sensing,measurement and modification of the atmosphere,and so forth. In recent years,a great deal of experimental [1],[2] and theoretical [3]-[9] work has been done on the Cherenkov free-electron laser at millimeter or submillimeter wavelengths.
