摘要

A systems approach will be developed to determine the optimal safety level of connecting water-barriers in a sea-lake environment. COnnecting water-barriers are large dams locking a sea arm or a river branch from the influence of the sea or another river. These dams do not directly protect land or perple from floding, but indirectly reduce the water levels in the enclosed water body. Because of the influece on the water body behind th dam the water-connecting barrier is an essential part of the flood proection system.
