Federal agencies are required to use renewable energy equivalent to 2.5% of electricity use by 2005, as detailed in Executive Order 13123. The Executive Order defines renewable energy as solar, wind, biomass and geothermal. As of March 2002, the goal is 1422 GWh and the Federal government is using about 205 GWh or about 14% of the goal. This paper summarizes the framework of existing uses and future opportunities for reaching the goal, and discusses strategies that FEMP and Federal agencies can use to reach the goal, including highlights of solar opportunities. FEMP is committed to helping agencies use all the types of renewable energy listed in the EO and to reach the goal in the most practical way for the lowest cost consistent with the goal and with building a sound business foundation for expanding federal use of renewable energy over the long term.
