By means of promoting collaboration and improving social efficiency, the social capital can affect economic development in ethnic minority areas. As managers of ethnic minority areas, the amount of social capital's stock of ethnic minority cadres affects the speed and quality of local economic development directly. Social capital plays an important role in the governance of ethnic minority. To increase the social capital stock of ethnic minority cadres is conducive to maximizing their human capital stock. However, some ideas (such as closure, "waiting, relying and wanting" sense), and bad habits have been the main obstructions for increasing the ethnic minority cadres' social capital stock. The trust, norms and network are main elements of social capital. To discuss the ethnic minority cadres' selection and training mechanism in terms of these elements of social capital is a new way to improve their quality.
