Waste feed spiking is required during most trial burn and Resource Conservation and Recovery act compliancerntests to provide a surrogate waste feed that will demonstrate compliance with waste feed-based constraintsrnsuch as maximum regulated metals, chlorine, and ash feed rate limits. For these constituents of regulatory importance,rnpermit conditions are typically set based on the mass feed rate of a given constituent during a test program.rnPermit conditions frequently specify not only a constituent and its respective mass limit, but also the introductionrnpoint (i.e., lance, burner, tipping valve). Principal organic hazardous constituents, catalysts, and precursors to certainrnproducts of incomplete combustion may also be spiked to assure other maximum or reasonable worst casernconditions are attained. As a result of continually evolving risk assessment guidance, there have been an increasingrnnumber of waste feed parameters that must be considered in a test program. Therefore, it is crucial that carefulrnattention be given to the waste feed composition that will be attained during a test program.rnThis paper discusses waste feed characteristics that are typically of regulatory interest, the basis for their selection,rnand how permit conditions are typically established. Because surrogate constituents must typically be spikedrnto develop a synthetic waste, this paper also addresses common spiking chemicals, regulatory considerations, spikingrnequipment, feed measurement, safety, and data reduction. Common mistakes and problems are summarized.
