The Port of Oakland investigated the feasibility of constructing a new container terminal (New Berth 21) with a state-of-the-art shipping complex that would replace existing Berths 9, 10, 20 and 21. New Berth 21 construction would include filling the basin bounded by Berths 9, 10, 20, and 21; removing approximately 1.21 hectares of wharf and fill at berths 8 and 9 to create a “notch” for ship berthing; constructing an approximately 450-meter long containership berth; and increasing the Outer Harbor marine terminal capacity by 9.1 hectares of wharf and container yard. The comprehensive study was conducted to identify technical and environmental feasibility of the terminal and safe maneuverability for the berthing and un-berthing of containerships. The feasibility study included historical and new field data compilation and analysis, prototype analysis, hydrodynamic modeling of tidal circulation, wave refraction/diffraction, and sediment transport. The study also consisted of detailed analysis of vessel maneuvering and berthing clearance and incorporated full mission bridge simulations. Although they are not described here, numerical modeling studies were also performed that determined terminal slope protection design criteria under propeller/jet wash and wind-waves and recommendations regarding turbidity and containment for hydraulic and bottomdump sediment placement. The feasibility study concluded the following: rn1. Changes in near-site hydrodynamics are likely to be negligible and do not significantly alter Outer Harbor Waterway current circulation patterns. rn2. Sedimentation rates and maintenance dredging requirements are predicted to be slightly reduced in the Outer Harbor following construction. rn3. The proposed New Berth 21 construction will reduce water residence time in the Outer Harbor Northeast corner. rn4. Three modeling and analysis tests, including prototype analysis, simplified 3- dimensional vessel clearance modeling, and full mission bridge simulations have confirmed the feasibility of safe maneuvering, berthing and un-berthing operations at the proposed New Berth 21.
