Hazard Management in Western Australia:How We're Leading the ChangeThat is Necessary to Better ControlHazards in the Petroleum Industry

The appropriate control of hazards at the level of theindividual behaviour is critical to the elimination of accidentsand injuries. Yet accidents and injuries are still commonplacein the petroleum industry. We argue that although Australian Standard 4360 for RiskManagement is appropriate to controlling hazards in atheoretical sense, the application of the risk managementmethodology is undermined'at the coalface' by limitedpersonal competence in a practical sense. The limiting factor at the level of personal competence hasresulted from the historical inability of training courses todevelop the necessary awareness, knowledge, skill and masterywithin the workforce to control workplace hazards. In addressing that shortcoming, Woodside Energy and AnMeá have worked together to address the personal competencyrequirements outlined in Royal Dutch Shell's EP 95-0150 HSE Skills Portfolio and Woodside's Functional HSE CompetenceCatalogue. We have developed a training activity that ensuresawareness and knowledge competency for all employees incontrolling hazards using the industry-standard riskmanagement methodology.
