Hazard Management in Western Australia: How We're Leading the Change That is Necessary to Better Control Hazards in the Petroleum Industry

The appropriate control of hazards at the level of the individual behaviour is critical to the elimination of accidents and injuries. Yet accidents and injuries are still commonplace in the petroleum industry. We argue that although Australian Standard 4360 for Risk Management is appropriate to controlling hazards in a theoretical sense, the application of the risk management methodology is undermined 'at the coalface' by limited personal competence in a practical sense. The limiting factor at the level of personal competence has resulted from the historical inability of training courses to develop the necessary awareness, knowledge, skill and mastery within the workforce to control workplace hazards. In addressing that shortcoming, Woodside Energy and An Mea have worked together to address the personal competency requirements outlined in Royal Dutch Shell's EP 95-0150 HSE Skills Portfolio and Woodside's Functional HSE Competence Catalogue. We have developed a training activity that ensures awareness and knowledge competency for all employees in controlling hazards using the industry-standard risk management methodology.
