摘要

Many promising ICT projects at tertiary institutions fail. This is due to a variety of reasons, of which one of the most important is the fact that they are rarely integrated into the education and training models of the institutions. They are thus mostly stand-alone projects. In addition, it is often found that the IT-knowledge and insight of the top level managers at such institutions is not very profound and that they often have no clear idea of the tremendous advantages of fully integrated academic and administrative IT and business systems. In order to address the problem of project failure, a novel approach to the concept of best practices in ICT is worked out in this paper in the form of some Generalized Priorities and Generalized Rules of Thumb. If an institution takes cognizance of these Priorities and Rules of Thumb, then its chances of sustaining ICT project(s) after their initial implementation phases are much better.
