Long-term Measures on How to Prevent Building Enterprises from Failing to Pay up Peasant-workers' Wages

More and more peasant-workers go to cities to work in building enterprises in recent years due to social and economic reasons. At present, although there are laws, regulations and policies to guarantee peasant-workers' rights and interests, the phenomena that building enterprises fail to pay up the peasant-workers' wages still exist. The paper analyzes the underlying reasons for building enterprises' arrears of the peasant-workers' wages, points out the limitations of administrative measures presently taken to solve the problem, and suggests that establishing employer payment guarantee system, payment guarantee system, credit system for wage payment and reform labor subcontracting system are long-term measures to prevent building enterprises from failing to pay up the peasant-workers' wages.
