INFORMATION, GOVERNANCE AND SECURITY: The Restructuring of Public Institutions in Bulgaria - The Process of Evaluation and Management of the Costs of EU Membership

The paper discusses the issue of cost of EU membership, the ways in which it is perceived, analyzed and managed. Cost in the EU context is politically difficult to handle and has been sidelined during the pre-accession process, leading to an absence of mechanisms for its handling and avoidance. The analysis further proposes how this shortcoming can be tackled institutionally and highlights the importance of information and the security dimension of cost avoidance.
