摘要

The design for payment to contemporary Chinese public servants follows multi-level value principle and its basic value demand is reflected as follows: Distributive justice, procedural justice and outcome justice. However, the payment design for public servants in practice is presented as: unequal rights, information distortion, main body imbalances, unavailable differences basis and consumption out of control, which has not only violated the principle of internal equity and external fairness for balance comparison of payment design but also increased the probability of corruption occurred, reduced credibility of Government. Scientific construction of salary structure of contemporary Chinese public servants is the effective way to deepen administrative reform, improve administrative performance, reject corruption, and its system path is reflected as: distinct and fair salary decision, synchronous and consistent salary adjustment mechanism, transparent subsidies constitution, universal and equal welfare as well as organic unity of neutral law of protection mechanisms.
