The Public Project Performance Measurement Model

At the present time, one of the reasons of the low quality of public project in China is there lacks of complete public project performance measurement system. The performance index system available at home and abroad is designec mainly about time, cost and quality of a project. It pays less attention to the factor of effect from the society. As for th( insufficiency of the former system, this paper has constructed a set of public project entire-life-cycle performance measurement index system, a practical dynamic index system constructed from the project performance key influence factors (cost, time, quality), the project life cycle (initial stage, intermediate stage, final stage) and the factor of influencf from society. It has constructed a public project performance measurement model based on the matter-element analysis. Eacl parameter of this measurement index system has been tested successfully in the ChangTan expressway construction process Its application has demonstrated that the model is rational and practical.
