Sendai Framework for Disaster Risk Reduction through the health lens

Health is a key element of the Sendai Frameworkfor Disaster Risk Reduction 2015— 2030. Health is referenced as its primary outcome: the substantial reduction of disaster risk and losses in lives, livelihoods and health. Health is also referenced in four out of the seven global targets. The scope of the Sendai Framework has also expanded beyond natural hazards to include biological hazards such as epidemics and pandemics as a key area of focus for disaster risk management. To implement the health aspects of the Sendai Framework, it is important to 'enhance cooperation between health authorities and other relevant stakeholders to strengthen country capacity for disaster risk management for health, and to stimulate public and private investment in disaster risk prevention including in health facilities and other life-saving and harm-reducing measures.' The Sendai Framework takes the context of increased severity and complexity of risks into account and adopts a people-centred, all-hazards and multisectoral-based approach to disaster risk reduction. Therefore, it is essential to promote systematic integration of health into disaster risk reduction in national policies and plans and vice versa.It is also fundamental to promote multidisciplinary and transboundary cooperation to enable policy and planning for the implementation of ecosystem-based approaches to reduce disaster risks. With regard to animal health, there is a wide scope of work that can be done:1. to strengthen veterinary services and reduce risks at the animal source;2. to ensure animal health standards are an integral part of risk governance at national level;3. to identify hot spots of disease emergence as part of national risk profiling; and4. to enhance prevention and preparedness for emerging and re-emerging diseases.
