Collaborative innovation and cooperative innovation is a very big difference. The CEEUSRO collaborative innovation network model was designed and the elements of the network were given by the model. Based on the idea of game theory, especially a non-zero-sum game, the effect factors of collaborative innovation were thought comprehensive, and the incentive coefficient and restrain coefficient were introduced into the analysis of affecting factors in order to analyze the factors more completely and perfect the game model of the collaborative innovation network. According to the analysis results, the countermeasures to promote petroleum enterprise technology innovation and to improve the ability of knowledge diffusion were put forward, in order to provide theoretical guidance to build and use CEEUSRO collaborative innovation network for the petroleum enterprise.
