In the present article we seek to identify the relationship between the management style in Romanian public institutions and the emergence of negative behaviour at work. This paper examines the significance and the link between deviant conduct, such as mobbing and corruption, in the larger sphere of professional misconduct. The first part sets out to identify the human resources management in the Romanian civil service that faces major problems as the lack of motivation and corruption. We can view the effects of the numerous reforms in this field from a holistic perspective, arguing that in order to create a professional civil service the managers have to address the problem of lack of satisfaction regarding the role of workers in the organization, the general dissatisfaction and the low support from superiors. The important changes in this sector and the reduction of numbers of public servant, the new benchmarks in the evaluation of their activity and the general insecurity of their position in the organization can also establish indicators for the materialization of workplace deviant behaviours. We propose a relational model that is developed from the recent literature on the subject. Finally, the aim of this study is to shine a new light on these debates through the examination of the importance of organizational climate and conflicts in organizations.
