A Scale Independent Analysis of the Chinese Innovation System

摘要

The paper used the scaling-independent indicators to explore the Chinese innovation system at the national and regional level. It shows that the Chinese innovation system appears scaling relationships between GERD and GDP over time and at point in time. The GERD-GDP scaling factor tells us that over the observed period the Chinese GERD exhibits a relatively strong non-linear tendency to increase with its GDP. Besides, the systemic GERD-GDP scaling factor indicates that the GERD of Western region is growing far slower than its GDP as compared with Eastern and Central regions. This observation has policy implications suggesting that further improvements need to be made to the Western region infrastructure and funding for research.
