With the development of information technology and continuous innovation of digital environment, network communication has been converted to multi-way, and mobile devices have become an integral part of the learning process of students in electronics. Therefore, it is worth to figure out the psychological level of mobile devices users. This study combines the Technology Acceptance Model and Theory of Planned Behavior as its research foundation, added with dimension of perceived value as theoretical framework and investigate the effect of learners using mobile devices to learn behavioral intentions. The study adopts questionnaire survey and collects questionnaires with university students studying mobile device users as samples. Research data were analyzed using statistical analysis software AMOS structural equation modeling analysis. This study hopes to understand that perceived usefulness, perceived behavioral control, affect the perceived value of the relationship between the behavior intention and all dimensions satisfy the verification of the proposed literature theories. Learners understand and can use mobile devices to learn network behavior intention through this study. In addition, the user demand for mobile devices in addition to focusing on a single function of the guide, the perceived value at the psychological level of emotion whether it is one of the important key factors learners.
