An Offshore Drilling Company's Approach to Process Safety Management

A global offshore driller has developed and successfully implemented a process safety management framework that provides for the identification, documentation, maintenance and verification of technical, organizational and procedural barriers, by which it manages safety-critical elements on board its Mobile Offshore Drilling Units (MODU) to prevent or mitigate precursors to major accident events. The paper discusses in detail: the overall barrier management model; the necessary prerequisites to implementing process safety management throughout an operational fleet; the means by which knowledge of subject matter experts is captured to manage risk; a barrier audit methodology; and developing key performance indicators. It also discusses how important senior management engagement is in achieving a balance in focus on injuries to individuals and threats to the entire MODU.
