The vitality of the base level team is of great significance to the innovation and development of state-owned enterprises in the new era. The purpose of this study is to propose the path and strategy to arouse the vitality of the base level team of state-owned enterprises. The conclusion of this study is that team culture should be built with four core characteristics which are home culture, collaborative culture, creating culture and artisan culture, and employees should be developed with four core characteristics which are internationalization, professionalism, elitism and youthfulness.
