1. Until recently, there were very few examples of conflicts between federal pipelines and provinces or municipalities 2. With increased opposition to pipelines, this issue is arising across Canada 3. While it is clear that provinces and municipalities cannot use their permitting processes to frustrate a federal pipeline, the extent to which they can require approvals (and impose approval conditions) remains largely untested 4. Expect to see more conflicts in the future, particularly in urban areas (GTA, Vancouver)
