(7)Health Care Networking Promotion in the Province of Huasco: Collaboration between Public and Private Sectors?

Corporate Social Responsibility (CSR)is already settled as a strategic area for the mining industry in Chile. Vibrant discussions and practices took place during the last decade (Cochilco, 2004). However, this is not an exhausted debate; there are still many different and open options, and probably CSR is still in a “battle field”. In Chile, mining companies have enhanced health, education and culture as main interventions in the investment strategy field. Also, the health care system seems to be part of a specially challenging arena; high cost projects, multi-regulatory agencies (both nationwide and local)could represent a strong difficulty for the investment in CSR programs, and needs-oriented interventions as well as direct assignations by means of donations seem to round out our possibilities. How important are the cooperation dynamics between public and private agents in health care improvement programs? Critical issues arise, like sharing resources, decision-making processes, and the coordination chain. The companies would not be able to run them by themselves to achieve faster outcomes, or to meet the newest standards and promote an integrated viewpoint shared by the State (national/local government), the private sector and civil society. This report intends to explore and systematize a collaborative experience between a wide range of multi-level stakeholders, oriented to expand a health care network; this work has been conceived as an opportunity to create as-built capacity (health care system actors)and community development. Finally, learning's and challenges for future CSR initiatives will be discussed.
