DEVELOPING A LOW COST MATS RULE COMPLIANCE STRATEGY BY LEVERAGING EXISTING ASSETS

The issue of the proposed Utility MACT regulations caused utilities to re-examine their system strategies related to complying with particulate regulations, acid gases, and mercury for coal fired power plants. Vagaries in the proposed regulation led to uncertainty in how the requirements would be applied. This necessitated flexible compliance plans that could be adjusted when the final MATS rule was issued. This paper describes one utility’s approach toward developing a low cost, flexible plan to meet the requirements of the MACT/MATS regulations.
