Role of Wind Power as an Ancillary Services Provider in Alberta’s Energy Only Deregulated Market Environment

Ancillary services (AS) markets have been developed in many of the deregulated power system regions throughout the world. AS markets are tied tightly to the design of the energy market and to the physical operation of the power system. These services are procured so power can be provided in a reliable, efficient, and secure manner on transmission systems. As such, careful consideration is given in the design of the AS products to ensure a reasonable balance exists between power system economics and engineering. In November 2015 the provincial government in Alberta Canada announced its Climate Leadership Plan. The Plan accelerates the transition from coal based generation to renewable electricity sources. Further, the plan implements a strategy to provide a price on carbon emissions. Alberta will phase out all pollution created by burning coal and transition to more renewable energy and natural gas generation by 2030. Specifically, coal generation will likely be replaced by wind and solar generations. One of the key challenges shaping the coal phase out will be to maintain system reliability. The proposed study will focus on how the traditional AS market may change with a greater penetration of wind power in relation to reductions in thermal power generation. Alberta adheres to the fair, economic, and openly competitive procurement of many services, including AS. Our paper will 1. Explore the existing Alberta AS market design 2. Outline the criteria traditional AS currently follows 3. Evaluate AS requirements in a system such as Alberta with higher wind power penetration 4. Explore possible wind based AS products to meet potentially new criteria through the development and use of more accurate short-term wind forecast and battery energy storage system
