Improving Spillway Gates Reliability for Hugh L. Keenleyside Dam

An overview of the reliability assessment and upgrade design for the spillway of Hugh L. Keenleyside Dam, Canada, is presented. The spillway includes four 16m by 17m vertical lift roller gates with the hoist building supported by five 30m high hoist towers, and eight low level outlet gates. The design was accomplished within the guidelines set by BC Hydro. Some solution highlights include: 1 In the event of gates hitting the towers due to jamming in the lateral guides, an innovative solution was proposed: elimination of the lateral guides above the concrete piers, building 1.4m high pier extensions, addition of bumpers on each girder of the gates and adding protective devices to limit the gates vertical travel. 2 A seismic analysis of the spillway hoist tower structure was performed, suggesting a retrofit of its deficient members. Facility operations are to be maintained at all times during retrofitting to provide uninterrupted flood passage, and considering constructability aspects to provide hoist tower structure integrity during construction. Reliability assessments were performed to establish scope and for options evaluation. Seismic isolation is included for discharge equipment critical power and control systems.
