With the development of society, higher education gradually advances toward internationalization as well as foreign affairs departments' role in them become more and more significant.In the brief introduction of the work content of foreign affairs administration, it is referred that mangers should thoroughly cognizing the work content, macroscopically grasping its integrity and coordinating the each circle.Besides, it is mentioned that gasping each circle's pivot to exert foreign affairs work's timeliness, employing the dynamic approach to fully ginger up work atmosphere, strengthening the construction of cadres' team to make them have favorable political quality, firmed stance, rational brain and high honesty are necessary elements in developing foreign affairs administration career.As a cadre engaging foreign affairs, he/she must have strong self-control skills, high communication ability, keen observation skills, innovation ability, decision-making ability and high efficiency;he/she must have good cultural qualities, be proficient in multi-languages, understand multi-cultures and be familiar with foreign etiquette.Higher learning institutions should scientifically manage their foreign affairs cadres to improve their policy level, professional lever and foreign working capacity.They should enhanced all cadres' knowledge literacy and service awareness and maintain a relatively stable foreign affairs cadres team thus to guarantee the continuity of foreign affairs' work and to promote the healthy development of teaching, research and discipline construction of colleges and universities.
