摘要

Scientific accident emergency precaution can reduce the frequency and the level of mining accidents. In this paper, mine hazard sources reassessment, coal mine system reliability analysis, damage and lost estimate were proposed as basement of accident early warning, and the calculation methods were discussed furthermore. Then a three-tire architecture designed management system of accident was constructed, which can provide reference information for supervisory control and contingency plan. In recent years after an accident emergency plan implemented by the effects of view, there are still many problems that make emergency plans to be effective on the compromised. The majority of units after the precaution are established has not worked out actual full preview, resulting in a real accident, the staffs are not familiar with the precaution and delay rescue time. The effectiveness of contingency plan has not been studied deeply. Emergency plans should focus on key technologies of reassessment of hazards, improve establishment of the hazard source database and real-time monitoring technology. Computer platforms should be applied throughout the emergency response.
