Australia's Vocational Education and Training (vet) system was conceived to support industry-led development of local skills shortage and reduce the country's reliance on overseas workers. The system has evolved over time but its fundamental strength lies in the amalgamation of skill development and underpinning knowledge. The Kangan Report of 1974 marked an important turning point in the development of Technical and Further Education (tafe). Its predominant thrust was that tafe's major function was to provide each person with education to meet freely chosen vocational needs, and not solely to supply skilled labour for industry and commerce.
