Combined with Analytic Hierarchy Process (AHP), a multi-index public transport priority development assessment is transformed into a single-object decision based on an extension set and composite matter-element and correlation function. By considering a variety of factors that affect the appraisal of public transport priority development, the paper builds up a matter-element model of the extension multi-factorial evaluation to convey these factors' influence and recommends countermeasures for the priority development of public transport. The evaluation of public transport priority development was done by calculating the synthetic correlated degree, and the values can directly show the integrative level of public transport priority development. Eventually, the case analysis of public transport priority development of Nanjing indicates that this method is scientific, appropriate and impartial, which has a certain theoretical value in practical application.
