This research is conducted to establish a guideline for system developers in designing and developing the electronic government systems that embed values that is appreciated by the users. The work is established by obtaining inputs from help desks and users' feedback relating to problems occurred. The details procured will be used to generate mutual values between the users and the developers of the electronic government systems. The values identified will then be used to aid in the designing of the KM framework for the help desk. Based on the framework, a knowledge management system will be established in order to gather the information and as a reference mode to disseminate the values. The co-created values embedded in the electronic government will ensure the systems are being used by the targeted users and undertake the issues of underutilized system.
