In the EMS industry today, it is not uncommon for Tier 1 and 2 OEMs to look for EMS providers outside of the Tier 1 EMS circles. Flexibility in commercial matters, uncertain long term support, lack of expedite adherence and slow response times drive OEMs to weigh EMS alternatives outside of the Tier 1 circles. This desire is often crushed by the higher costs associated with Tier 3 EMSs. The end result is a static condition of Tier 1 and 2 OEMs tethered to Tier 1 EMS oligarchies while Tier 3 EMSs limited in the range of OEMs that can pursue as customers.
