Environmental liability as a prevention tool: A GIS application

The European parliament and Council directive on environmental liability with regard to the prevention and reclamation of environmental damage, defines future guide-lines for an environmental liability damages system. The proposal's aim is to apply the principle according to which "the polluter pays". A correct achievement of strict environmental liability gives good incentives for avoiding damage, increasing awareness behaviour regarding on ecologically oriented by managers operating in major hazard facilities. The aim of this work is to verify the actual availability of sources of information on environmental data and on major hazard facilities in order to develop a methodology to allow the characterisation of environmental hazard indicators and to standardise hazard identification procedures. Proposed methodology has been applied in a Central Italy site (Arno river). Available data on environmental, industrial and social aspect have been integrated and overlaid through GIS technique to obtain land sensitivity maps.
