The water resource issue has received much attentain by public and government for several years. Therefore the water supply-allocation system is proposed. However, various water supply and demand scenarios are changing variables and parameters. So we formulate this problem as a two-stage supply-allocation problem with minimum risk criteria in the sense of VaR, in which the demands are characterized by T2 fuzzy variables: in the first stage the optimal combination of water supply must be determined, and in the second stage the allocations that result from various combinations of rescource are determined. We need to make decisions in stage one such that the credibility of the most expensive transportation cost in the system is minimized for a given level α It is reasonable to assume that α will be close to 1. In addition, we design a hybird PSO alogrithm to solve this model. Finally, one numerical example is presented to demonstratte the effectivenss of the designed algorithm.
