On the Reform of Examination Approval System for Chinese Government-Invested Construction Project

摘要

Chinese government has been bothered by the problems for many years that the investments of the government project are always out of control. The examining & approving system is the key of the control process for current government project. In order to avoid making false decision and overcoming the disadvantages of current systems, In the basis of the current problems existed in government-invested projects—disorder in "investment-build-management- use" and the poor effect of the restrain and management system, this paper suggested that the government should reform its current approving system, setting up efficient entities charging the affairs of approving.
