Based on the integrated first order differential equation of circular cylindrical shells treated with partial ACLD proposed by authors recently, and combined with the circumferential dominant modal control strategy, the treatment way of ACLD, the sub-block number of the piezoelectric ring and the control gains are designed in this paper. Firstly, aiming at maximizing damping characteristic of the whole cylindrical shell with minimum additional weight of ACLD to the host shell, the placement and coverage of ACLD are designed by considering the piezoelectric as a whole layer. As followed, pursuing to control as much independent modals of the whole structures as possible, the number of the sub-blocks of the piezoelectric ring and the control gains are determined. Numerical results show that the optimal ACLD cylindrical shell can achieve better damping effect than the one with other parameters to some extent.
