Development and Application of an Air Force Greenhouse Gas Emission Estimation Methodology

In August 2008, the Air Force Materiel Command (AFMC) undertook an effort to develop a set of guidelines for conducting uniform greenhouse gas (GHG) emission inventories at AFMC bases. At the time, the decision to undertake this effort was made in the context of U.S. Environmental Protection Agency's (EPA's) plans to establish federal GHG reporting regulations. Subsequently, on March 10, 2009, the draft rule for mandatory GHG emissions reporting requirements were proposed by EPA. In addition to the now proposed federal GHG reporting requirements, a number of states had already implemented, or were planning to establish mandatory GHG emissions reporting regulations. Current examples of mandatory GHG reporting in states where AFMC bases are located include: ·New Mexico (Bernalillo County) establishing mandatory reporting requirements for major sources of GHG emissions; ·California Air Resource Board establishing GHG reporting requirements in December2007, as directed by California's AB32 (California's climate change regulation); ·Massachusetts's adoption in December 2008 of GHG emissions reporting and verification regulations to comply with the requirements of the Climate Protection and the Green Economy Act (CPGEA).
